Installing a SCSI card in an Inspiron 530

A video card works fine in the Inspiron’s PCIe x16 slot, so the slot doesn’t appear to be defective. Is the Inspiron 530’s BIOS limiting the slot to only support video cards? Is there any way to get this configuration to work? …
